Project Overview

TPD was selected by the Borough of Pottstown to provide the Construction Management and Inspection services for the Pedestrian Underpass project. TPD was selected based on our experience and previous work performed for the Borough. Project responsibilities included: Construction Management (Change Order Review, Budget & Estimate Review, Payment Approval, PennDOT ECMS Documentation and Management), Inspection Services, Design Review, and Coordination with PennDOT, Norfolk Southern Railroad, and the Borough of Pottstown.

This project included the Construction, Inspection, and Management of a pedestrian walkway, located between High Street and College Drive, it entailed converting the existing Norfolk Southern Railroad archway to a usable, pedestrian walkway to ensure safe passage for both students and members of the local community.

The project consists of concrete and asphalt walkways, stairways, handicap ramps, pedestrian lighting, as well as refurbishing and beautification of the overpass and surrounding areas. This portion of the pedestrian walkway is one piece of a larger walkway system to be interconnected throughout the Borough in order to increase pedestrian access. This project was funded on the state and regional level. Careful coordination between PennDOT and the Borough was required due to multiple funding sources and reimbursement agreements.

Highlights:

- TPD balanced the cost of additional work due to field changes by changing existing design items to reflect less cost to the owner, in order to preserve the original budgeted amount for the project.
