Project Overview

Audubon Land Development retained TPD to handle all transportation aspects for the project team assembled to complete the Greater Philadelphia Expo Center at Oaks Project. This study was prepared to evaluate the potential parking and traffic related issues with the opening of the Greater Philadelphia Expo Center on the surrounding transportation network. The Greater Philadelphia Expo Center at Oaks is part of a larger development at Oaks including Oaks 300 Area 5, Chili’s and Pizzeria Uno, and Oaks Shopping Center that TPD was a part of.

TPD’s responsibilities for the Greater Philadelphia Expo Center at Oaks included the preparation of a parking/traffic generation analysis for the 214,000 square foot (s.f.) Greater Philadelphia Expo Center at Oaks. The major component of the parking/traffic generation analysis consisted of a comprehensive data collection effort at similar expo center facilities during various types of events and attendance levels, including 4 separate events over the course of 7 days. The analysis evaluated the suitability of the proposed parking facilities and access/internal configuration based on the anticipated parking/traffic generated by the proposed Greater Philadelphia Expo Center at Oaks. The study also identified additional parking locations to increase capacity for the various types of anticipated vehicles, as well as locations to handle overflow conditions.

TPD was responsible for the following services:

- Conduct manual trip generation and parking counts at similar Expo Center sites (greater Reading Expo Center)

- Determine the parking and trip generation of the proposed redevelopment on a peak on a peak hour and hourly basis based on anticipated show attendance

- Create a traffic simulation model to predict traffic levels for a given event

- Development of projected traffic volumes for the proposed redevelopment for study area intersections

- Development of a traffic abatement/mitigation plan

- Provide analysis of the proposed site plan regarding access/circulation and parking
