Project Overview

TPD prepared transportation components of a Master Plan Study for the Kutztown University Campus. Kutztown University is part of the Pennsylvania State System of Higher Education, has an enrollment of approximately 10,000 full/part time students, and over 5,000 parking spaces on campus.

TPD continually met with the University Faculty, Staff and, Students to update the Master Plan Transportation components. The University had TPD analyze several development scenarios based on proposed development of student housing, academic buildings, and associated parking lots. The studies focused on student safety and mobility on campus since the highly traveled Route 222 divided the campus in half.

TPD provided Expert Witness representation at multiple public hearings and meetings and helped secure land development approvals for the construction of an 800 bed dormitory and over 400 additional parking spaces on campus. Parking counts were conducted campus-wide and parking generation rates were developed for use in future parking estimates.

TPD has provided traffic impact studies, parking studies, noise studies, internal site circulation design, event management planning, as well as meeting representation for the University. TPD's responsiveness to University timelines and multiple Municipal reviews ensured that new and expanding school construction stayed on schedule in order to open in time and meet the University’s and Stakeholder’s expectations.
