Greg Richardson, P.E., serves as Executive Vice President at TPD. Leading TPD’s Local Government Services group, Greg is responsible for the management of all of TPD’s Municipal Accounts, Construction Services, and Traffic Signal Designs. In addition, he has been responsible for the preparation of highway design plans, preparation of signal design plans for individual intersections, as well as coordinated and closed loop signal systems. He has conducted or managed over 500 signal and intersection designs, traffic impact studies, preliminary designs, and parking studies in PennDOT Districts 2-0, 3-0, 4-0, 5-0, 6-0, and 8-0 as well as in New Jersey and Delaware for a variety of projects.

Greg also has extensive experience in the preparation of noise and air quality studies. These studies include the monitoring, modeling and mitigation of noise and air quality impacts for a variety of state, highway, commercial, office, residential, institutional, industrial, hazardous waste disposal and Federal projects in New Jersey, Delaware, and Pennsylvania.

He is currently an active member of the Institute of Transportation Engineers (ITE), American Society of Highway Engineers (ASHE) - Delaware Valley Section, Chester County Engineers, PA State Association of Boroughs (PSAB), and PA State Association of Township Supervisors (PSATS). Greg is a southern gentleman at heart. He graduated from Virginia Tech with a B.S. in Civil Engineering. He has also been known to enjoy a great craft beer, a round of golf, and spending time with his wife and daughter.

C. Donald Jacobs, P.E., PTOE, serves as Executive Vice President at TPD. Leading TPD’s Public / Agency Design efforts, his areas of expertise are traffic / transportation planning and highway design. Since joining TPD in 1995, Don has managed dozens of transportation-related projects, most of which he carries from the planning stage through preliminary and final design, right-of-way acquisition, utility relocations, and construction.

His experience ranges from the planning side (traffic impact studies, environmental clearance documents, design criteria/exception reports) to the design side (corridor and interchange designs, intersection improvements, construction cost estimates). Don also oversees TPD’s Operations staff, providing guidance and direction for the Team. He is a resident of West Chester, PA and is the current Chair of the Board for the Transportation Management Association of Chester County (TMACC).

He is also involved with the American Society of Highway Engineers (ASHE), the Institute of Transportation Engineers (ITE) – Mid Atlantic section, and the Greater Valley Forge Transportation Management Association (GVFTMA). After graduating with a B.S. in Finance from the University of Pennsylvania’s Wharton School of Business, Don then acquired his B.S. and M.S. in Civil Engineering from the State University of New York (SUNY) at Buffalo.

Matthew Hammond, P.E. serves as Executive Vice President at TPD, overseeing the entirety of the firm’s private sector projects leading TPD’s Private Planning and Design team. His areas of expertise are traffic engineering and transportation planning, and since joining the firm in 1995, he has managed over 500 projects throughout the Mid-Atlantic region while overseeing the bulk of the firm’s 150 Traffic Impact Studies each year.

He is co-author on an article relating to the characteristics of convenience stores with gasoline facilities, published by the Institute of Transportation Engineers (ITE), which developed accepted transportation planning practices industry-wide in relation to these types of uses. Matt is an active member of the Chester County Community, serving as Chairman of the Chester County Planning Commission.

He was also named a “Rising Star” in the Civil Engineering industry by CE News magazine in 2013 and is a member of the Institute of Transportation Engineers, where he was the past Chairman of the ITE Parking Council. In his free time, Matt can be found coaching soccer, basketball and football, and spending time with his family at the beach.

Tony Dougherty, PE, serves as Principal-in-Charge of TPD’s Construction Services Division. In this role, he is responsible for corporate-wide oversight of the firm’s projects, personnel and business development in the construction management and inspection field. Tony brings a unique perspective to the construction field based on his years of design experience as a Senior Project Manager. He is also the Principal-in-Charge of TPD’s Lehigh Valley Office.

Tony is a member of the American Society of Highway Engineers (ASHE) and is currently actively involved in the Pennsylvania Society of Professional Engineers (PSPE) as Statewide Membership Committee Leader and also serves on the board his local chapter as their State Director. He has also served on the steering committee for the Penn State University Transportation Engineering and Safety Conference (PSU TESC) for over a decade. Outside of work, Tony is an adjunct professor teaching Highway Design to juniors and seniors at Widener University. With his free time, he can be found cycling for fun and charity, skiing with his wife and two daughters, and working on his beat-up Jeep Wrangler.

Craig Mellott, PE, PTOE, serves as Principal-in-Charge of TPD's Central PA and Western PA offices. He bears regional responsibility for quality of work, personnel development, and business development for all technical practice areas of TPD in the Central and Western Pennsylvania regions. Mr. Mellott is also Principal-in Charge of TPD’s Private Sector Design Team. His areas of technical expertise include Transportation Impact Studies, Highway Design, Traffic Signal Design, Parking Studies and PennDOT's Highway Occupancy Permit Process. Since joining TPD in 1999, Craig has managed hundreds of transportation-related projects for private and public sector clients, most of which he carries from the planning stage through final design and construction.

Craig is a Nittany Lion at heart, having graduated from Penn State with a B.S. in Civil Engineering. He currently resides in Cumberland County, PA and is Vice Chair of Hampden Township’s Planning Commission. He has served on Cumberland County’s Transportation Task Force, and is a member of the Mid-Atlantic Section of the Institute of Transportation Engineers and the Harrisburg section of the American Society of Highway Engineers. In his free time, Mr. Mellott enjoys time with his family, Penn State football, virtually any outdoor activity, and volunteering at his church.

Eric Ostimchuk, PE, PTOE, serves as Principal-in-Charge of TPD’s Private Planning Department. In this role, Eric bears company-wide responsibility, oversight, and quality control for the preparation of TPD’s transportation impact studies and parking studies for private sector clients. His experience includes all aspects of transportation planning from data collection and volume development to analyses, study documents, conceptual roadway designs and traffic signal operational design. Eric has prepared studies, developed recommendations for roadway and intersection improvements, and managed projects from concept to construction, including meeting representation and expert testimony on a variety of project types, sizes, and locations. Eric also serves as the Principal-in-Charge of TPD’s Philadelphia Office.

An active member of the community, Eric serves on his Borough’s Park and Shade Tree Committee and as the Vice Chairman of the Delaware County Transportation Management Association (DCTMA) where he was named the 2014 John Pickett Transportation Engineer award winner. Eric is also an active member of the Mid-Atlantic Section of the Institute of Transportation Engineers (MASITE) and the Transportation Research Board (TRB). While he is off-duty, Eric enjoys home construction projects, outdoor adventures, travel, and spending time with his wife and daughter.

Rob Prophet, PE

Rob Prophet, PE, serves as the Principal-in-Charge of TPD’s Highway Design Group. After graduating from Drexel University in 1995, Rob joined TPD as a member of the Highway Design Group. Since joining TPD, he has worked exclusively in our highway design department as a Project Engineer, Assistant Project Manager and Project Manager. As Principal-in-Charge, Rob is responsible for business development as well as overseeing the completion of all roadway related assignments for TPD’s public sector clients, including the Pennsylvania Department of Transportation, Pennsylvania Turnpike Commission, County Government and Local Lead Clients.

Rob has served as a board member for the Delaware Valley Section of the American Society of Highway Engineers (ASHE) for the past eight years and also served as the Section President in 2011. He was named the Delaware Valley Section Young Engineer of the Year in 2009 and is currently serving as the Delaware Valley Section Northeast Regional Representative and as a member of the Regional Education Committee. In addition to his work with ASHE, Rob is also a member of the ACEC/PA Transportation Subcommittee, as well as a member of MASITE. Rob is also active in his community as he serves as a coach for his three kid’s basketball, softball, baseball teams. When they’re not on the field or courts, he and his family enjoy golfing, bike riding and spending time with friends.

Matt Hickson, PE

Matthew Hickson, P.E. serves as Principal-in-Charge of TPD’s Structures Design Group. He has nearly 25 years of engineering and project management experience, with a specialization in bridge design and project management. His responsibilities have encompassed all phases of a project, including the analysis, design, inspection, and rating of bridges, development of project schedules, monitoring of project budgets and progress, and contract administration. Prior to joining TPD, Matt was a Senior Structural Engineer for URS-Greiner, Inc. He helped to start TPD’s Structures Design Team back in 1999, and since then the team has grown to almost 15 members. Since then, Matt has managed his teams design efforts on bridges across the state, including PennDOT Districts 3-0, 4-0, 5-0, 6-0, 8-0, 9-0, and 12-0, the PA Turnpike, and various Counties and local municipalities. His previous and current responsibilities include the complete design and preparation of PS&E structural documents and construction packages for various bridge replacement and rehabilitation design projects.

When he isn’t shooting hoops, practicing guitar, doing cross-fit, playing golf, or attempting to run through mud and obstacles at various Mud Runs, Spartan Races, or the local Broad Street 10-mile race, Matt enjoys spending time with his wife and two kids – volunteering with his son’s boy scout troop, coaching his basketball and baseball teams, and volunteering with his daughter’s high school marching band.

Shawn Glick, CDA, serves as CFO, a Principal and Officer of TPD. In his current role, he is responsible for the overall management and direction of the firm’s company-wide operations: accounting, human resources, information technology, marketing and facilities, as well as, takes immediate responsibility for the firm’s financial planning, development and monitoring of internal controls, risk management, and support of the preparation of its financial reports. Shawn has spent his entire career at TPD and continually assumed responsibilities over the years. In 2004 he was named an Associate and Treasurer, and was promoted to Principal shortly thereafter in 2005.

Shawn is a Certified Design Accountant and has previously served as Chairperson of ACEC/PA’s Chief Financial Officers Committee. He is active in the American Council of Engineering Companies, Pennsylvania Chapter (ACEC/PA) and has been involved in the Pennsylvania Society of Public Accountants (PSPA) and the Institute of Management Accountants (IMA). Shawn graduated with a Bachelor’s of Science degree in Business Administration from Widener University and earned a Post-Baccalaureate degree in Accounting from Ursinus College. He is currently completing his MBA. He is active in the community, cub scouts and enjoys spending his free time with his wife and two boys.

Shawn was the winner of the 2015 CFO of the Year Award in the Best Turnaround Specialist category by Lehigh Valley Business. This award honors the Greater Lehigh Valley’s financial executives for the critical role they play in making their companies successful. He was also named as one of the 2016 Forty under 40 by the Lehigh Valley Business.
