PROJECT OVERVIEW

Ellis Preserve is a 210-acre master planned development located near the intersection of Route 252 (Newtown Road) and Route 3 (West Chester Pike) in the heart of Newtown Square, PA. This pedestrian-friendly, open air development is planned to include a mixture of office, retail and residential uses.

Upon construction of all phases of the project, the uses will include 465,000 s.f. of retail anchored by a 50,000 s.f. upscale grocery and movie theatre, 950,000 s.f. of existing office space with an additional 400,000 s.f. proposed, one full service hotel with ~200 rooms and one extended stay hotel with ~125 rooms, and over 400 residences, including apartments, townhomes and single family homes.

Since the vision of Ellis Preserve was conceptualized in 2003, TPD has been involved with all aspects of the transportation planning and design, including:

- Traffic studies

- Parking studies

- Expert testimony

- Signal design

- Cone of vision studies

- SEPTA coordination

- ADA design

- PennDOT permitting

- Right-of-way coordination

- Utility coordination

- Environmental documentation

- Roadway design

As part of the Master Planning for the project, the following short- and long-term roadway improvements were identified and designed by TPD:

- Design of a bypass/relief route (constructed)

- Design of a four-lane cross section on the northern leg of Clyde Lane (constructed)

- Roadway widening and addition of turn/thru lanes along two major state Routes

- Design of ADA pedestrian facilities

- Design of new traffic signals and equipment, including corridor signal optimization

The next step in the process includes the final design of the third phase of the roadway improvements using a mix of private and public funding to provide roadway improvements that include a seven (7) lane cross-section on Route 3 through the busy and constrained Route 252 intersection. Future phases will include extending the limits of the seven lane cross section to the east and west of the current project limits.
