Over nearly 18 years, TPD provided comprehensive transportation consulting services for Atwater development, which is bordered by Route 29 on the west, Yellow Springs Road on the north, Church Road and St. Peter’s Church to the east, and the Valley Creek and Great Valley Corporate Center to the south. The project’s many challenges included:

- The site was initially proposed to consist of 2.6± million square feet of office space in approximately a dozen buildings. At the projects inception, the East Whiteland Township planner stated that it will be one of the ten largest business parks in the Delaware Valley when it is built out. Over time, the project evolved and a mixed-use development consisting of nearly 900 residential units and various retail/commercial uses replaced 1.5± million square feet of office space.

- The site is located along a section of Route 29 which at the time was only two lanes wide, with many congested intersections in the immediate area (e.g., Route 29/White Horse Road and Route 29/Charlestown Road/ Phoenixville Pike).

- This site is located in two municipalities (East Whiteland and Tredyffrin Townships), which means there were two reviewing consultants, two sets of approval boards. In addition, many of the study area intersections were located in a third municipality, Charlestown Township.

- At the inception of the project, the PA Turnpike was proposing EZ-Pass ramps for Route 29, between North and South Atwater Drives, that impacted study area intersections, the site development, and related roadway improvements. Extensive coordination took place with the Turnpike during the project.

In conjunction with the project team, TPD has followed a highly interactive approach with the municipalities, wherein their feedback was constantly sought and reflected in the proposed access and roadway design plan. TPD initially completed a comprehensive traffic impact study identifying roadway improvements related to the development. TPD worked with Tredyffrin Township to develop a Traffic Calming Program to control travel speeds and volumes along Yellow Springs Road. TPD recommended traffic calming strategies such as multi-way stop signs at intersections, and Belgian Block or brick crosswalks at known pedestrian locations. The comprehensive roadway improvements were split into three multi-million dollar roadway/signalization improvement project phases: (1) Atwater Phase 1 Roadway and Signal Improvements, (2) SR 0029 Section AL1, and (3) SR 0029 Section AL2. The Phase 2 and 3 improvements were completed as “local lead” projects, with Trammell Crow funding design, right-of-way acquisition, utility relocations, and other pre-construction activities, and PennDOT funding the construction. Furthermore, TPD coordinated with PennDOT, the PA Turnpike, the Chester County Planning Commission, the Chester County Commissioners, and the State representatives and senators in the area to keep the project on-track and moving forward. Governor Mark Schweiker presented Atwater with a Governor’s Award for Environmental Excellence in 2002.
