The PPL Center is a 10,000 seat arena anchoring a mixed-use redevelopment project in downtown Allentown. For the Allentown Neighborhood Improvement Zone Development Authority (ANIZDA), TPD conducted a comprehensive parking study and traffic study for the PPL Center and the initial phase of surrounding development, which included 900,000 square feet of commercial and office development, a hotel, and 168 luxury apartments.

The traffic study included analysis of traffic patterns before and after hockey games and major concert events. TPD also evaluated how the increased number of people living and working downtown would impact traffic during the typical weekday morning and evening peak hours.

For the parking study, TPD developed an existing conditions analysis based upon the available parking data for five public parking garages, four privately operated parking garages, and thirty-one surface parking lots. More than 1,500 on-street parking spaces within the study area were also inventoried and mapped. TPD calculated the future parking demand based upon data published by the Urban Land Institute (ULI) and Institute of Transportation Engineers (ITE). This data was combined with existing parking data to create a parking demand model that reflected the daily and hourly variation of demand within the study area. The model was used to maximize the use of the existing parking infrastructure and determine how much additional structured parking was needed to accommodate the peak periods of parking demand.
