PROJECT OVERVIEW

In 2012, TPD began working on the York Memorial Campus Development plan for a +/- 128-acre Medical Campus consisting of a 235,000 square foot hospital with accessory medical office and commercial uses. The project site is located along Roosevelt Avenue (SR4001) and Loucks Road on the site of the former Hawk Lake Golf Course, approximately ½ mile from the very busy Route 30 corridor. As part of the planning process, TPD prepared a Comprehensive Transportation Impact Study (TIS) that required exhaustive efforts to overcome an initial comment from PennDOT that Roosevelt Avenue was ill-suited to function as a primary route to a major regional hospital. TPD also worked closely with staff from West Manchester Township and nearby residents to develop mutually agreeable roadway improvements for the Loucks Road corridor in order to address existing cut-through, speeding and drainage concerns.

Working collaboratively with key stakeholders, including PennDOT, the York County Planning Department, York County Community Foundation, West Manchester Township, Manchester Township, the City of York, and the nearby residents, approximately $5 million in roadway improvements were identified for the project. These improvements include: (1) widening a ½ mile section of Roosevelt Avenue to provide an additional through lane between Greenbriar Road and the site: (2) widening a ¼ mile stretch of Loucks Road between Route 30 and Kenneth Road to provide a 3-lane cross section and significant drainage improvements: and (3) various improvements at off-site intersections including the addition of traffic signals, turning lanes, storage lane extensions, and emergency pre-emption equipment.

Having gained approval of the TIS in June 2016, TPD commenced with preparation of three (3) design plan sets including: (1) PennDOT Highway Occupancy Permit (HOP) for Roosevelt Avenue corridor: (2) PennDOT HOP for the off-site intersection improvements: and (3) Township Design for Loucks Road corridor. TPD made the initial submission of all design plans in August 2016, and as a result of working closely with Penndot staff and their review consults, was able to gain conditional approval of the plans in November 2016. West Manchester Township also issued conditional Final Land Development approval in November 2016. The Project Team is currently working to wrap up the final loose ends with PennDOT and the Township, in anticipation of commencing construction of the hospital in December, weather permitting. The construction of the hospital is anticipated to take approximately 20 months, with opening currently expected in the summer of 2018.
