PROJECT OVERVIEW

For PennDOT District 8-0, TPD provided structural and highway engineering services for the replacement of a 2-span reinforced concrete T‑beam bridge with a 2-span prestressed concrete spread box beam bridge. With an ADT of nearly 10,000 vehicles per day, and no feasible detour for this principal arterial route serving Gettysburg, maintaining traffic through the project site during construction was a primary design consideration. A half-width, staged demolition and Construction Plan was developed to maintain a single lane of traffic through the site, with the direction of traffic controlled by temporary traffic signals. Further complicating the design was the presence of eight underground and aerial utilities (sewer, water, gas, electric, and telecommunications) that had to be relocated to allow for construction of the new bridge. Through extensive coordination with all the utility companies, and careful checking for conflicts between the utilities, a detailed Relocation Plan was developed in conjunction with the staged construction sequence.

Public involvement was another important consideration due to the impacts to traffic, and because the bridge is located within the Gettysburg Battlefield Historic District Boundary. A Public Plans display meeting was held to elicit public comments, resulting in no expressed concerns or controversy. Coordination with the PA State Historic Preservation Officer was successfully completed to enable construction to proceed with no adverse impact to the Historic District.
