PROJECT OVERVIEW

Chambersburg Health Systems, a subsidiary of Summit Health, acquired a nearly $3 Million Multimodal Transportation Fund (MTF) grant to improve the interconnectivity of the road network in the vicinity of the existing Summit Health Center’s medical campus, improve traffic flow and operation, and to support an expansion to the medical campus in conjunction with Summit Health’s master plan.

Summit Health hired TPD to oversee roadway design management, construction bidding, and construction management of the roadway improvements, which were split into three parts. The improvement program included the 1st part – extension of Parkwood Drive, which previously terminated as a roadway stub, from Norland Avenue northward to intersect with Kohler Road in Greene Township. By extending this roadway, it provides access for motorists to the north to enter onto Norland Avenue and bypass the existing congested intersection of Kohler Road and Walker Road.

In addition, the improvements included the 2nd part – extension of 5th Avenue northward to intersect with newly constructed Parkwood Drive Extended, further improving the interconnectivity of the Borough and Greene Township road system and improving access alternatives for the Summit Health campus. The improvements included turn lane upgrades at the intersection of 5th Avenue and Norland Avenue, which improved capacity and reduced delay through this highly traveled intersection, and road reclamation/reconstruction for St. Paul Drive, which is an existing roadway providing access to the Summit campus. TPD was responsible for design management of the improvements, oversight of sub consultants, and preparation of bid documents meeting PennDOT’s stringent MTF criteria, and construction management and coordination throughout the duration of construction.

Construction bids for the 1st phase of the improvement project came in significantly below the allotted funding, with Fayetteville Contractors Inc. being awarded the Construction Contract. As a result, in cooperation with Summit Health, the Borough, Greene Township, Fayetteville Contractor’s, Inc. and Summit Health’s funding consultant (GMS Funding Solutions), the improvement project was able to be expanded to include a 2nd Phase via Change Order to include the extension of 5th Avenue to intersect with Parkwood Drive, which previously was not anticipated to be constructed in conjunction with the original grant award.

The 1st phase of the project was completed in December of 2017, and the 2nd phase was completed in September 2018.
