PROJECT OVERVIEW

TPD was retained for various contracts spanning from 2013-2017 to provide planning, engineering and construction services for the 165-mile long D&L Trail in Eastern PA. The D&L trail connects Wilkes Barre to Philadelphia and serves as the East Coast Greenway alignment for sections near Philadelphia.

GREEN LANE, BUCKS COUNTY

TPD was hired by the Pennsylvania Environmental Council (PEC) for preliminary design and grant assistance for a critical trail gap for the D&L Trail in Bucks County, PA. Subsequently, TPD was hired by the Bucks County TMA (grant administrator for the D&L and PEC) for final design and construction inspection services. TPD completed the following task for this trail gap:

– Conceptual planning to evaluate the most cost-effective, efficient and safe greenway alignment

– Constrained design with a highway on/off ramp, multiple private driveways, high speed/high volume state road, PA Turnpike overpass, a railroad line, historic canal crossing and an ongoing DOT roadway reconstruction project that was in preconstruction stages

– Cost estimates & preparation/coordination of a construction grant application

– Final design for a shared use path/side path design, canal crossing and an overhead passive detection Rectangular Rapid Flashing Beacon (RRFB)

– Preliminary design for the adjacent US 13 crossing, railroad crossing and sidepath design that were eventually constructed by the DOT as part of the US 13 construction work

– DOT Permitting

– Bid documents and review of all necessary contract documents

– Construction management and construction inspection

 

WHITE HAVEN, LUZERNE COUNTY

– Trail user wayfinding

– Crossing safety improvements

– Downtown trail integration

– Alignment feasibility

 

MIDDLEBURG ROAD, LUZERNE COUNTY

TPD provided responsive service and quick plan modifications throughout the PS&E process for the trail design. As such the trail construction was completed in the fall of 2017, on time.

TPD provided the following services for the D&L Trail gap, near Middleburg Road, in Luzerne County PA:

– Trail alignment evaluation

– Sight distance, speed and crossing treatment recommendations

– Deed research

– Railroad crossing improvements and coordination through state utilities commission process

– Identification of funding and successful letter of justification to receive state railroad safety funds for trail crossing

– Stakeholder, community outreach and consensus building

– Preliminary design and cost estimates

– Environmental permitting coordination

– Federal multimodal (TAP) grant application assistance

– Final design (PS&E requirements for federal funding)

– Prepared bid documents and reviewed all necessary contract documents
