PROJECT OVERVIEW
This $2.5 million PennDOT agreement (E03661 – Part 1) consisted of two bridge replacements and associated roadway approach work. The bridge over Elizabeth Run on SR 0022-047 was constructed in phases to maintain traffic in both directions. Due to light ADT, the contractor, Kinsley Construction, Inc., was able to implement a full closure on SR 1011-015 Bridge over Deep Run and utilize a full detour. Both the bridge over Elizabeth Run (SR 0022-047) and the bridge over Deep Run (SR 1011-015) were existing single-span bridges that were replaced with new single-span structures on integral abutments. Other work included: bituminous paving, milling of existing bituminous roadways, guide rail, drainage upgrades, signing, a temporary traffic signal, minor traffic signal upgrades, pavement markings, and other miscellaneous construction operations related to Bridge and roadway construction.
For this agreement, TPD provided one (1) Transportation Construction Inspector Supervisor 2 (TCIS-2), one (1) Transportation Construction Inspector 2 (TCI-2) and one (1) Technical Assistant 1 (TA-1) to perform full-time onsite construction inspection.
Both the TCIS-2 and TCI-2 began full-time inspection in March of 2017. In May 2017, PennDOT allowed for an additional TA-1 to be added to this project, when Kinsley began construction on the Bridge over Deep Run (SR1011-015).
Inspection staff were responsible for oversight of daily work, record keeping, producing Estimates and Work Orders (CDS V3), materials quality control, contractor coordination, contractor payroll compliance review, and additional/unforeseen work coordination.
